I have the honor to acknowledge Your Lordship's Despatch No. 23 of the 18th December last, directing me to inquire into the Expenditure of this Island, its various branches, Civil, Military, and Naval, and to submit a report thereon.

The instructions from the Board of Ordnance to the Ordnance Department of the Colony on this subject only arrived by the last Mail on the 19th Instant.
